Leave Iran Alone!

Statement before the US House of Representatives opposing resolution on Iran, June 19, 2009

I rise in reluctant opposition to H Res 560, which condemns the Iranian government for its recent actions during the unrest in that country. While I never condone violence, much less the violence that governments are only too willing to mete out to their own citizens, I am always very cautious about “condemning” the actions of governments overseas. As an elected member of the United States House of Representatives, I have always questioned our constitutional authority to sit in judgment of the actions of foreign governments of which we are not representatives. I have always hesitated when my colleagues rush to pronounce final judgment on events thousands of miles away about which we know very little. And we know very little beyond limited press reports about what is happening in Iran.

Of course I do not support attempts by foreign governments to suppress the democratic aspirations of their people, but when is the last time we condemned Saudi Arabia or Egypt or the many other countries where unlike in Iran there is no opportunity to exercise any substantial vote on political leadership? It seems our criticism is selective and applied when there are political points to be made. I have admired President Obama’s cautious approach to the situation in Iran and I would have preferred that we in the House had acted similarly.

I adhere to the foreign policy of our Founders, who advised that we not interfere in the internal affairs of countries overseas. I believe that is the best policy for the United States, for our national security and for our prosperity. I urge my colleagues to reject this and all similar meddling resolutions.

International Bailout Brings Us Closer to Economic Collapse

Last week Congress passed the war supplemental appropriations bill. In an affront to all those who thought they voted for a peace candidate, the current president will be sending another $106 billion we don’t have to continue the bloodshed in Afghanistan and Iraq, without a hint of a plan to bring our troops home.

Many of my colleagues who voted with me as I opposed every war supplemental request under the previous administration seem to have changed their tune. I maintain that a vote to fund the war is a vote in favor of the war. Congress exercises its constitutional prerogatives through the power of the purse, and as long as Congress continues to enable these dangerous interventions abroad, there is no end in sight, that is until we face total economic collapse.

From their spending habits, an economic collapse seems to be the goal of Congress and this administration. Washington spends with impunity domestically, bailing out and nationalizing everything they can get their hands on, and the foreign aid and IMF funding in this bill can rightly be called an international bailout!

As Americans struggle through the worst economic downturn since the Great Depression, this emergency supplemental appropriations bill sends $660 million to Gaza, $555 million to Israel, $310 million to Egypt, $300 million to Jordan, and $420 million to Mexico. Some $889 million will be sent to the United Nations for so-called “peacekeeping” missions. Almost one billion dollars will be sent overseas to address the global financial crisis outside our borders. Nearly $8 billion will be spent to address a “potential pandemic flu” which could result in mandatory vaccinations for no discernable reason other than to enrich the Pharmaceutical companies that make the vaccine.

Perhaps most outrageous is the $108 billion loan guarantee to the International Monetary Fund. These new loan guarantees will allow that destructive organization to continue spending taxpayer money to prop up corrupt leaders and promote harmful economic policies overseas.

Not only does sending American taxpayer money to the IMF hurt citizens here, evidence shows that it even hurts those it pretends to help. Along with IMF loans comes IMF required policy changes, called Structural Adjustment Programs, which amount to forced Keynesianism. This is the very fantasy-infused economic model that has brought our own country to its knees, and IMF loans act as the Trojan Horse to inflict it on others. Perhaps most troubling is the fact that leaders in recipient nations tend to become more concerned with the wishes of international elites than the wishes and needs of their own people. Argentina and Kenya are just two examples of countries that followed IMF mandates right off a cliff. The IMF frequently recommends currency devaluation to poorer nations, which has wiped out the already impoverished over and over. There is also a long list of brutal dictators the IMF happily supported and propped up with loans that left their oppressed populace in staggering amounts of debt with no economic progress to show for it.

We are buying nothing but evil and global oppression by sending your taxdollars to the IMF. Not to mention there is no Constitutional authority to do so. Our continued presence in Iraq and Afghanistan does not make us safer at home, but in fact undermines our national security. I vehemently opposed this Supplemental Appropriations Bill and was dismayed to see it pass so easily

Vermont farmers cut cows’ emissions by altering diets

Greener Cows: Farmers change their cows’ diets to reduce burps, major source of greenhouse gas

COVENTRY, Vt. (AP) — Vermont dairy farmers Tim Maikshilo and Kristen Dellert, mindful of shrinking their carbon footprint, have changed their cows’ diet to reduce the amount of gas the animals burp — dairy cows’ contribution to global warming.

Coventry Valley Farm is one of 15 Vermont farms working with Stonyfield Farm Inc., whose yogurt is made with their organic milk, to reduce the cows’ intestinal methane by feeding them flaxseed, alfalfa, and grasses high in Omega 3 fatty acids. The gas cows belch is the dairy industry’s biggest greenhouse gas contributor, research shows, most of it emitted from the front and not the back end of the cow.

“I just figured a cow was a cow and they were going to do whatever they were going to do in terms of cow things for gas,” said Dellert. “It was pretty shocking to me that just being organic wasn’t enough, actually. I really thought that here we’re organic, we’re doing what we need to do for the planet, we’re doing the stuff for the soil and I really thought that was enough.”

She learned it wasn’t. The dairy industry contributes about 2 percent to the country’s total greenhouse gas production, said Rick Naczi, a vice president at Dairy Management Inc., which funds research and promotes dairy products. Most of it comes from the cow, the rest from growing feed crops for the cattle to processing and transporting the milk.

To satisfy consumers’ demands for sustainable production, the Innovation Center for U.S. Dairy in Rosemont, Ill., is looking at everything from growing feed crops to trucking milk to reduce the industry’s greenhouse gas emissions by 25 percent by 2020. That would be the equivalent of removing about 1.25 million cars from U.S. roads every year, said Naczi, who manages the program.

One way is by feeding cows alfalfa, flax and grasses, all high in Omega 3s, instead of corn or soy, said Nancy Hirschberg, head of Stonyfield’s Greener Cow Project. The feed rebalances the cows’ rumen, the first stomach of ruminants, and cuts down on gas, she said. Another way is to change the bacteria in a cow’s rumen, Naczi said.

When Stonyfield first analyzed its contribution to global warming in the late 1990s, the company thought its factory in Londonderry, N.H., produced the most greenhouse gases.

“And when we got the report and our number one impact on climate change was the milk production, we were completely stunned,” she said.

A study showed that the single biggest source was the cow’s enteric emissions: gas.

The company funded energy audits on farms and research on small manure digesters so farmers could produce energy from methane gas.

But Hirschberg said she had no idea what to do about enteric emissions. Then she learned what Group Danone of France, majority owner of Stonyfield and best known in the U.S. for its Dannon products, was doing about its methane.

By feeding their cows alfalfa, flax and grasses, they were cutting down on the gas passed.

The milk is tested at a lab at the University of Vermont to determine its fat content, a process patented by French nutrition company Valorex SAS, through which the enteric emissions are calculated.

Since January, Coventry Valley Farm has reduced its cows’ belches by 13 percent. At another farm, they’ve gone down 18 percent.

Maikshilo and Dellert have also noticed a difference in Hester, Rosebud, Pristine and their other cows. The coats of the black and white Holsteins and brown Jerseys are shinier and they’ve had fewer foot problems and no stomach ailments, they say.

So far, it hasn’t cost them any more for their custom-made grain, which the cows only get in the winter. Now they’re out grazing on grass in the pasture, getting as many Omega 3s. And the farm’s vet bills have gone down.

It’s a win-win for farmers, said Naczi.

“It’s just the right thing to do,” he said.

Governor calls CF’s job loss projections “ludicrous”

Commonwealth Foundation President and CEO Matthew J. Brouillette issued the following statement in response to Gov. Rendell’s critique of the Commonwealth Foundation’s economical modeling projections that Pennsylvania would have nearly 24,000 fewer jobs as a result of his proposed 16 percent hike in the state personal income tax:

“Gov. Rendell’s critique of the Commonwealth Foundation’s projections of job losses under his proposed tax increase as ‘ludicrous’ is historically and economically ignorant.

The Governor’s campaign to raise taxes on working Pennsylvanians and small businesses ignores the basic laws of economics. By denying that citizens and businesses would respond to higher taxes, the Governor ignores the fact that people will have less money to spend, and small business owners will have fewer resources to invest in their enterprises.

What is truly ludicrous is that Gov. Rendell ignores the historical evidence that individuals and businesses respond to higher taxes by relocating to states or countries with lower tax rates. This is why Pennsylvania has been one of the largest out-migration states in the nation.

Gov. Rendell’s claim that Pennsylvania has the 2nd lowest income tax rate also distorts the facts in pursuit of his political agenda. Nine states have no income tax, or tax only dividends and interest. Most states have lower starting personal income tax rates, standard deductions, and additional tax credits or deductions. Thus, Pennsylvania ranks much higher in state income tax revenue collected per capita—28th highest, to be exact.

The Governor also conveniently ignores that Pennsylvania has local income taxes which are among the highest in the nation. In terms of state and local income taxes per person, Pennsylvania already ranks 16th highest. Most importantly, when the overall tax burden is considered—including income, corporate, sales and property taxes—Pennsylvania has the 11th highest state and local tax burden in the nation. That makes us already uncompetitive relative to other states, which is why we rank 34th in the nation in job growth under Gov. Rendell’s tenure. Raising or creating new taxes will only make things worse for Pennsylvania.”

Rendell’s 16% Income Tax Increase Will Cost 24,000 Jobs

PA already has 28th highest personal income tax collection per capita in the nation

HARRISBURG, PA — In response to Gov. Ed Rendell’s proposed 16% increase in the Personal Income Tax, the Commonwealth Foundation projected the economic impact of taking an additional $1.5 billion out of the private sector.

“Today Gov. Rendell revealed that he cares more about growing government than ensuring Pennsylvanians have good-paying jobs,” said Matthew Brouillette, president and CEO of the Commonwealth Foundation. “As every respected economist knows, a recession is the worst time to increase taxes. Doing so now would add thousands more Pennsylvanians to the unemployed ranks.”

Using the Pennsylvania State Tax Analysis Modeling Program (PA-STAMP), an economic modeling program developed by the Beacon Hill Institute at Suffolk University, the Commonwealth Foundation projects that a 16% increase in the PIT (from a rate of 3.07% to 3.57%) would result in 23,960 fewer jobs next year.

“Rendell’s desire to extract more than $4.5 billion out of the economy over the next three years is a continuation of the same failed economic strategy of trying to tax and spend our way to prosperity,” said Brouillette. “Despite increasing state government spending by more than double the rate of inflation, Pennsylvania’s economic growth lags the national average and ranks among the worst in the nation.

Does Gov. Rendell really believe that more of the same will cure our economic ills?”

Brouillette said that Gov. Rendell’s argument that we can “afford” a personal income tax increase because we have the second lowest rate among the 43 states that impose such a tax is misleading. “According to the Tax Foundation, the same source cited by the Governor, Pennsylvania has the 28th highest personal income tax collection per capita,” he said. “In other words, while our rate may be amongst the lowest, the amount the state takes from working Pennsylvanians is far higher than the Governor suggests.”

The Week Private Health Care Was Saved?

Last week might be the week when private health care was saved.

Obviously, the current system has problems. We spend more than we should because of perverse incentives created by government. But the American system possesses enormous strengths, including quality of care and choice by patients. We have to defend these from any government takeover.

What may have saved American health care was the Congressional Budget Office coming up with honest estimates of the enormous cost of the legislation now being proposed by leading Democrats. Reports the Wall Street Journal:

This was supposed to be a red-letter week for national health care, as Democrats started the process of hustling a quarter-baked bill through Congress to reorganize one-sixth of the economy on a partisan vote. Instead it was a fiasco.

Most of the devastation was wreaked by the Congressional Budget Office, which on Tuesday reported that draft legislation from the Senate Finance Committee would increase the federal deficit by more than $1.6 trillion over the next decade while only partly denting the population of the uninsured. The details haven’t been made public, but the short version seems to be that President Obama’s health boondoggle prescribes vast new spending without a coherent plan to pay for it even while failing to meet its own standards for social equity.

Finance Chairman Max Baucus postponed the health timeline, probably until after Congress’s July 4 vacation. His team will try to scale down the middle-class insurance subsidies and make other cuts to hold the sticker shock under $1 trillion. (Oh, is that all?) Mr. Baucus also claims he’s committed to a bipartisan consensus, yet most Republicans have been closed out of the negotiations, and industry lobbyists have been pre-emptively warned that even meeting with the GOP will invite retribution.

Useful to emphasize amid the mayhem is that CBO’s number-crunching is almost always off — predicting too much spending for market-based policies and far too little for new public programs, especially on health care. The CBO score for a new entitlement is only the teaser rate, given that the costs will inevitably balloon as the years pass and more people mob “free” or subsidized insurance.

At a time when the U.S. government is effectively bankrupt, it can ill afford to embark upon yet another complicated and expensive exercise in social engineering. Even some Democrats appear to recognize this reality. It is incumbent upon us to make sure the rest of them learn figure this out as well.

Professionals calling for an end to water fluoridation

We, the undersigned professionals, come from a variety of disciplines but all have an abiding interest in ensuring that government public health and environmental policies be determined honestly, with full attention paid to the latest scientific research and to ethical principles.

EIGHT recent events make action to end water fluoridation urgent.

1. The publication in 2006 of a 500-page review of fluoride’s toxicology by a distinguished panel appointed by the National Research Council of the National Academies (NRC, 2006). The NRC report concluded that the US Environmental Protection Agency’s (EPA) safe drinking water standard for fluoride (i.e. maximum contaminant level goal or MCLG) of 4 parts per million (ppm) is unsafe and should be lowered. Despite over 60 years of fluoridation, the report listed many basic research questions that have not been addressed. Still, the panel reviewed a large body of literature in which fluoride has a statistically significant association with a wide range of adverse effects. These include an increased risk of bone fractures, decreased thyroid function, lowered IQ, arthritic-like conditions, dental fluorosis and, possibly, osteosarcoma.

The average fluoride daily intakes (*) associated with many of these adverse effects are reached by some people consuming water at the concentration levels now used for fluoridation — especially small children, above average water drinkers, diabetics, people with poor kidney function and other vulnerable sub-groups. For example, the average fluoride daily intake associated with impaired thyroid function in people with iodine deficiency (about 12% of the US population) is reached by small children with average consumption of fluoridated water at 1 ppm and by people of any age or weight with moderate to high fluoridated water consumption. Of special note among the animal studies is one in which rats fed water containing 1 ppm fluoride had an increased uptake of aluminum into the brain, with formation of beta-amyloid plaques, which is a classic marker of Alzheimer’s disease pathology in humans. Considering the substantial variation in individual water intake, exposure to fluoride from many other sources, its accumulation in the bone and other calcifying tissues and the wide range of human sensitivity to any toxic substance, fluoridation provides NO margin of safety for many adverse effects, especially lowered thyroid function.
* Note: “Daily intake” takes into account the exposed individual’s bodyweight and is measured in mg. of fluoride per kilogram bodyweight.

2. The evidence provided by the US Centers for Disease Control and Prevention (CDC) in 2005 that 32% of American children have dental fluorosis – an abnormal discoloration and mottling of the enamel. This irreversible and sometimes disfiguring condition is caused by fluoride. Children are now being overdosed with fluoride, even in non-fluoridated areas, from water, swallowed toothpaste, foods and beverages processed with fluoridated water, and other sources. Fluoridated water is the easiest source to eliminate.

3. The American Dental Association’s policy change, in November 2006, recommending that only the following types of water be used for preparing infant formula during the first 12 months of life: “purified, distilled, deionized, demineralized, or produced through reverse osmosis.” This new policy, which was implemented to prevent the ingestion of too much fluoride by babies and to lower the risk of dental fluorosis, clearly excludes the use of fluoridated tap water. The burden of following this recommendation, especially for low income families, is reason alone for fluoridation to be halted immediately. Formula made with fluoridated water contains 250 times more fluoride than the average 0.004 ppm concentration found in human breast milk in non-fluoridated areas (Table 2-6, NRC, 2006).

4. The CDC’s concession, in 1999 and 2001, that the predominant benefit of fluoride in reducing tooth decay is TOPICAL and not SYSTEMIC. To the extent fluoride works to reduce tooth decay, it works from the outside of the tooth, not from inside the body. It makes no sense to drink it and expose the rest of the body to the long term risks of fluoride ingestion when fluoridated toothpaste is readily available.

Fluoride’s topical mechanism probably explains the fact that, since the 1980s, there have been many research reports indicating little difference in tooth decay between fluoridated and non-fluoridated communities (Leverett, 1982; Colquhoun, 1984; 1985 and 1987; Diesendorf, 1986; Gray, 1987; Brunelle and Carlos, 1990; Spencer,1996; deLiefde, 1998; Locker, 1999; Armfield and Spencer, 2004; and Pizzo 2007 – see citations). Poverty is the clearest factor associated with tooth decay, not lack of ingested fluoride. According to the World Health Organization, dental health in 12-year olds in non-fluoridated industrialized countries is as good, if not better, than those in fluoridated countries (Neurath, 2005).

5. In 2000, the publication of the UK government sponsored “York Review,” the first systematic scientific review of fluoridation, found that NONE of the studies purporting to demonstrate the effectiveness of fluoridation to reduce tooth decay were of grade A status, i.e. “high quality, bias unlikely” (McDonagh et al., 2000).

6. The publication in May 2006 of a peer-reviewed, case-controlled study from Harvard University which found a 5-7 fold increase in osteosarcoma (a frequently fatal bone cancer) in young men associated with exposure to fluoridated water during their 6th, 7th and 8th years (Bassin et al., 2006). This study was surrounded by scandal as Elise Bassin’s PhD thesis adviser, Professor Chester Douglass, was accused by the watchdog Environmental Working Group of attempting to suppress these findings for several years (see video). While this study does not prove a relationship between fluoridation and osteosarcoma beyond any doubt, the weight of evidence and the importance of the risk call for serious consideration.

7. The admission by federal agencies, in response to questions from a Congressional subcommittee in 1999-2000, that the industrial grade waste products used to fluoridate over 90% of America’s drinking water supplies (fluorosilicate compounds) have never been subjected to toxicological testing nor received FDA approval for human ingestion (Fox, 1999; Hazan, 2000; Plaisier, 2000; Thurnau, 2000).

8. The publication in 2004 of “The Fluoride Deception” by Christopher Bryson. This meticulously researched book showed that industrial interests, concerned about liabilities from fluoride pollution and health effects on workers, played a significant role in the early promotion of fluoridation. Bryson also details the harassment of scientists who expressed concerns about the safety and/or efficacy of fluoridation (see Bryson interview).

We call upon Members of Congress (and legislators in other fluoridating countries) to sponsor a new Congressional (or Parliamentary) Hearing on Fluoridation so that those in government agencies who continue to support the procedure, particularly the Oral Health Division of the CDC, be compelled to provide the scientific basis for their ongoing promotion of fluoridation. They must be cross-examined under oath if the public is ever to fully learn the truth about this outdated and harmful practice.

We call upon all medical and dental professionals, members of water departments, local officials, public health organizations, environmental groups and the media to examine for themselves the new documentation that fluoridated water is ineffective and poses serious health risks. It is no longer acceptable to simply rely on endorsements from agencies that continue to ignore the large body of scientific evidence on this matter — especially the extensive citations in the NRC (2006) report discussed above.

The untold millions of dollars that are now spent on equipment, chemicals, monitoring, and promotion of fluoridation could be much better invested in nutrition education and targeted dental care for children from low income families. The vast majority of enlightened nations have done this (see statements).

It is time for the US, and the few remaining fluoridating countries, to recognize that fluoridation is outdated, has serious risks that far outweigh any minor benefits, violates sound medical ethics and denies freedom of choice. Fluoridation must be ended now.

With this vote, the House has effectively ratified the escalation of U.S. troops in Afghanistan. It has done this — without any indication of an ‘exit plan’ from the Obama administration.

Tackling this problem is Congressman Jim McGovern’s bill HR 2404, which would require the Secretary of Defense to submit a report to Congress outlining an ‘exit plan’ for U.S. military personnel in Afghanistan no later than December 31, 2009. Congressman McGovern’s bill is gaining support and now has 87 co-sponsors. And we’re urging your support now, too.

Building support for an ‘exit strategy’ is a first step for us in mounting an even stronger opposition to the Obama administration’s next war-funding request — $130 billion for the wars in FY2010. We are disappointed that Congress has once again rubber-stamped a president’s request to fund the wars. But we – thousands of peace activists across the country – made it extremely difficult for them to do so. The White House expected a slam dunk on the Supplemental bill, but was forced to resort to threats to pass it. And still we were able to maintain 32 antiwar Congressional representatives on our side.
