First,
Jon Fox co-sponsored the bill to sunset the current I.R.S. system by the year 2000. This legislation will force Congress to enact needed reforms to make paying taxes fairer and simpler.

Second,
Jon Fox introduced the Taxpayers Bill of Rights III. This legislation will dramatically change the way taxpayers deal with the I.R.S.

• The taxpayer will be presumed innocent and the burden of proof will shift to the I.R.S. to prove otherwise.
• The I.R.S. will be liable for giving bad advice to a taxpayer.
• Taxpayers will have access to mediators to settle claims.
• Taxpayers will be reimbursed for losses that result from unauthorized I.R.S action
• I.R.S. quotas for audits and investigations will be prohibited
• Probable cause will be strengthened to prohibit I.R.S. "fishing expeditions" into a taxpayer's personal finances.
